The SY77/SY99 did have a few tricks up it's sleeve that FM-X doesn't have. (I have owned all of the Yamaha FM Synths at one point or another and know them all very well)

Those things like the ability to use AWM samples as a modulation source or Zero Hz operators may it may not matter to you. If they do this is where a plugin like SWAY can fill that gap
That's RCM, as I mentioned before.
For the life of me I don't understand why Yamaha doesn't improve FM-X so that it works with the entire legacy of Yamaha FM Synths. The kind of do this with HALion7 with the DX7 but not at all on Montage

It seems like it would be a pretty simple matter to have DX7 mode and only have the operators use sine waves and only have 6 operators and be able to read DX7 Sysex, same with DX100, TX81Z, FB01, SY/TG77, SY/TG99, TG33, and SY22

Playing the waveforms from each and even having the original PCM samples available should be easy. The old effects might be a different story but they could get pretty close
I 100% agree with you. Especially because those extra-miles don't seem difficult at all, and they would improve significantly the perceived value of HALion for those that owned the mentioned instruments (which means... A LOT OF PEOPLE)
