I don't know the Virus TI, but from what you write, check out HY-SEQ32 - there's a free version that might be enough for what you're asking, or SEQUND.

But honestly, what you're asking sounds quite basic and you'll also find it built in to some synths, like Pigments.

I think I have tried all this plugins and if don’t mistake non these can make a sequence with steps with different leghts, they can change the global step lenght but not for steps individually.. check out on youtube the virus ti sequencer
