Aha! That did it!I think this might be the issue.
[*]Program/tree menu. Select Init Analog Synth, uppermost layer
Have you selected the Analog Synth LAYER in the Program Tree ie. Instead of the top Program Level "Init Analog Synth"

Try that with mono, trigger off and the Legato or Legato keeps zone setting in the layer's voice management and see if that works.
I've noticed if I try mono/legato in the voice management on the Program (Uppermost) Layer it will retrigger the envelopes on a new key.
But if I do the voice management on the Analog synth layer it doesn't retrigger the envelope and keeps the current sustain value of the envelope through the next legato notes. (Which is I assume the behaviour you're looking for)
In my case it's Halion VST3 running on Ableton 12 on a Mac.


Now that's really curious, I thought that configuring (what seemed to me) a global setting should happen at the uppermost layer, but clearly that isn't the case. I'll have to experiment with how the layers interact for settings like this and see what kind of effects they'll achieve.
In any case, it's exciting to see that lead patches like I have in mind will be possible. Thanks @IvyBirds and @kraster
Separately, any idea when Absolute 7 might be expected? If I grab Absolute 6, I may hold off registering until the new version drops if A7 isn't likely to be too far away. And I still have until Oct 9th to use the loyalty voucher, so plenty of time to mull things over.
